Suppose that the outbound port 110 is open on the company LAN which is behind a packet filtering firewall.

A user configures a SSH server on the outside to run on port 110.

Is it possible to connect to the SSH server from the company LAN?

The AppGate isn't inspecting the traffic and can't distinguish POP3 on port 110 from SSH on port 110. So yes it is possible to connect to a server on the outside if the port or traffic type isn't blocked anywhere else.
