Office 365 is a product name, registered by Microsoft, sometimes also called SharePoint Online. It is Sharepoint in the cloud, provided by Microsoft.
Office 365 is a "Sandboxed solution" for SharePoint. Sandboxed solutions only run code that can affect the "site collection".
Secured eCollaboration is a Farm Level solution, which is hosted in the IIS worker process and can therefore run code that affect the whole farm. This is required for Secured eCollaboration to work.
Sharepoint could be offered by other cloud providers, which may allow for Sharepoint farm level solutions.
What does Secured eCollaboration require to work with SharePoint?

- HTTPS connection to the SEP-Server
- A temporary folder on all servers hosting SharePoint
SEP-Server also has certain requirements, however the SEP-server is usually hosted in-house.
